Jeep Front Bumper - Automotive

my front jeep bumper has unthreaded holes in it for a license plate bracket but i can't get a nut on the back

Q: so i bought a cheapo bracket and it has screws that don't hold the bracket against the bumper. wtf? how do i get it to stay?
